To let the energy from the sun in! You don’t want something that’s going to reflect it away.
The glass has the property that it allows the incoming sun rays (which are in the form of short wavelength infra red rays) to pass through it.
When the copper tubes inside the heater also get heated and start to emit heat waves, these are long in wavelength, and hence are not able to pass through the glass. This ensures that the heat radiations coming in can easily pass through, but the heat radiations emitted inside the solar heater (by the copper tubes) are not lost to outside.

The glass is also to protect the inside from damage from the elements, and easy to clean as well
