Those look to be variable pitch blades. You might give them each about 1/8
of a turn and see if it makes a difference.
I think the problem you will have is not blade numbers, but rather the
profile of the blades. They need to have the same profile as an airplane
wing, you fan blades appear to have a flat surface. Three blades is a good
number, look at the old Jacobs system that used three with variable pitch
to control speed. I have an old Wincharger system that used a two blade
wood propeller, and I have made replacement blades for it so I have played
with differing profiles.
