Ranchers in Texas use to receive large subsides from the Government, for the mohair that Angora goats produce. When the Government ended those subsides many of the ranchers in TX started to raise meat goats.
There is a very good market/demand for goat meat in the U.S. that is not even close to being met. The U.S.A. imports millions of pounds of frozen goat meat from Australia every year.
So the ranchers in Texas are raising meat goats, just as some ranchers raise meat cattle.
Of course some goats in Texas will be raised for dairy purposes, to produce milk, butter and cheese (not many however).
Also some of the smarter ranchers have figured out that raising a few goats along with their cattle, or horses, is an excellent way to cut down on weeds. The goats will eat the weeds before anything else. In turn this leaves more pasture for the horses, or cattle to eat.
So the rancher was able to cut down the number of weeds, not have to spend any money on herbicides, and have goats to sell at market after they ate the weeds.

they raise them for milk and meat and breeding
