The Tailed Beasts (尾獣, bijū?) are nine giant constructs of Chakra that serve to drive the plot of the Naruto series. They were all originally a single entity called the Ten Tailed Beast, whose power far outmatches most ninja. As the legends reveal, the Sage of the Six Paths sealed the Ten Tailed Beast inside his body to prevent the monster from terrorizing the world. However, knowing that his death would release the Ten Tailed Beast back into the world, the Sage separated the Ten Tailed Beast’s chakra from its body and scattered it into the four winds as the Tailed Beasts before sealing the body away in what would become the moon.
The beasts are, in numerical order: Shukaku, the one-tailed tanuki (sealed within Gaara of Sunagakure); the two-tailed monster cat (sealed within Yugito Ni’i of Kumogakure); the three-tailed turtle (previously sealed within Yagura of Kirigakure); the four-tailed monkey (sealed within Rōshi of Iwagakure); the five-tailed dolphin-horse (sealed within Han of Iwagakure); the six-tailed slug (sealed within Utakata of Kirigakure); the seven-tailed beetle (sealed within Fū of Takigakure); the eight-tailed ox (sealed within Killer Bee of Kumogakure); and the nine-tailed demon fox (sealed within Naruto Uzumaki of Konohagakure). As of the latest Naruto chapter, only the eight-tailed and the nine-tailed beasts have yet to be captured by Akatsuki.
The nine-tailed demon fox (九尾の妖狐, Kyūbi no Yōko?) is the most powerful of the tailed beasts and regarded as an age-old natural disaster, as a single swipe of one of its tails can raise tsunamis and flatten mountains.
I don’t know if they go in order but they mention fairly often that the 9 tails is the most powerful. And I believe that the 10 tails no longer exists since the sage split up the tailed beasts and the 10 tails died with the sage.
