Goats need only a simple three sided shed to get out of the sun and/or rain. A pole shed is usually the cheapest type of construction.

There are some requirements for goat health. First they need good drainage, so that the land they are on may need to be higher than surrounding land.
If the area may occasionally be flooded, it is important that goats be able to escape during full flood as well as leave before flooding becomes a problem.
Goats will want some shelter from intense sun, and will appreciate having the rain not fall on them, but drainage is more important than protection from rain.
Your shed should provide a place for milking that raises the goat at least 30 cm above the place that milker is working. Confinement areas for kids may be needed. They will want some protection from north winds.
Goats tend to eat up wood used to make a shed if they can reach it, so your construction should allow for easy replacement of wood they can reach. This also suggests growing your own poles needed for maintenance.
Goats like to go on top of the roof, so plan to make the roof safe for them to do so, safe to get up there, and get down. Keeping them off can be very difficult.
Make sure that the goat pen is not upstream from your source of water for the house.

Three walls and a roof should be fine. If it gets cold maybe a half wall on the fourth side to block the wind.
