What milk would be best for orphaned baby otters?

Question by monkeywrench: What milk would be best for orphaned baby otters?
Past experiences has proved to me that cow milk is a poor substitute to baby squirrels mothers milk but goat milk works very well.This makes me wonder about formula milk for baby otters and bear cubs.
